WHAT ARE THE INCOME LIMITS?
All programs benefit Low Income Households as determined by State of New Jersey. The maximum income limit for each program is based on a different percentage of the Federal Poverty Level.

Households may apply for Fourdifferent programs using this application.
LIHEAP – Seasonal assistance with Heating Bills
COOLING –Special benefit if customer has a Medical need for cooling
UNIVERSAL SERVICE FUND – Monthly discount on utility bills for households that spend more than 3% of their income per utility.
HOW DO I APPLY?
LIHEAP applications may be requested by phone (609-835-2464), picked up at BCCAP, One Van Sciver Parkway in Willingboro, or downloaded from the Internet at www.energyassistance.nj.gov.
WHEN DO I APPLY?
The LIHEAP program will accept applications for LIHEAP and cooling benefits from October 1st to April 30th of the following year. Households may apply for Universal Service Fund or Weatherization at any time during the year.
HOW MUCH WILL I GET?
The benefit amount is determined each year by the State of New Jersey. The amount will be based upon the household’s combined GROSS monthly income, household size, and the type of energy used to heat the residence or the heating-living arrangement.
WHAT IF I HAVE ALREADY RECEIVED LIFELINE?
LIFELINE is a separate program the State of New Jersey uses to issue checks or utility credits to low-income individuals. Benefits are issued through the Pharmaceutical Assistance Program (PAAD). It is not the same as LIHEAP. You may be eligible for both programs.
DO I HAVE TO COMPLETE THE APPLICATION?
Households must submit an application\recertification with verifications each heating season. Households that previously received benefits through application at the BCCAP office may receive the shortened blue Recertification Form. Households currently receiving food stamps or PAAD may receive LIHEAP heating benefits automatically based on their food stamp or PAAD case information.
DO I HAVE TO VERIFY EVERYTHING AGAIN IF I RECEIVED LIHEAP LAST YEAR?
If you received a blue Recertification form, you only have to submit income verification for the 30-day period prior to application, and a current heating\utility bill. All other applications must also be accompanied by verification of Social Security Number(s) and gross income for all household members, home ownership or rental responsibility, and heating responsibility.
HOW DO I KNOW IF MY APPLICATION HAS BEEN PROCESSED?
You will receive a notice from the State of New Jersey based on the information submitted to the LIHEAP office. The notice will tell you if the application has been approved or denied and the amount of any approved benefit. Eligibility for USF is determined by your Utility. You will receive a separate notice of USF eligibility or denial.
